Design-Build, and Why Casinos Kept Choosing It
The method that overlaps drawing and building suits an owner with an opening date. The archive traces it from a Las Vegas megaproject to routine tribal renovation work.
Casino owners have one deadline that cannot slip: the day the floor opens and starts earning. That single fact explains most of what is unusual about how these buildings are procured.
The definition the archive uses
Building an Industry defines it in passing, which is the best kind of definition: the Tropicana job was a "design-build" effort, meaning design and construction occurred at virtually the same time.
The same story places the origin: The first full design-build project we did from the start was the Luxor, and Circus Circus (later Mandalay) Corporation immediately became one of our best clients
— and lists what followed, including Paris Las Vegas, Green Valley Ranch and Wynn Resorts' Encore.
The three methods, and what each optimises
- Design-bid-build. Design completes, contractors price a finished set, the low bid wins. Optimises price certainty and competitive tension. Costs time, and punishes changes.
- Construction management. A manager joins early, prices and programmes alongside the design team, then holds or manages the trade packages. Hometown Racino describes the team culture this produces:
All three of us, including the construction manager, worked with the goal of getting the property open.
- Design-build. One contract covers both. Optimises speed and single-point responsibility. Costs the owner some control over specification, and requires a brief good enough to be held to.
A fourth, intermediate form now dominates. The Technology Revolution records it: In particular, we have seen a significant growth in design-assist or variations of design-build.
Design-assist brings trade contractors into the design phase for their scope — curtain wall, mechanical, kitchen — without handing them the whole job.
Why it migrated down-market
Design-build entered casino work on megaprojects and then became the default for exactly the opposite kind of job: budget-constrained renovation. 2021 Design Q&A: Redesign and Repurpose puts the reason in commercial terms: We have created design-build partnerships to successfully renovate, remodel and repurpose casinos so that when we design we are able to keep it within the budget parameters the clients need

On a renovation, the unknowns are behind the finishes. A method that lets the builder be in the room when a wall opens is worth more than a method that produces a perfect tender package for a building nobody has fully surveyed. See renovation is the industry's real business.
The evidence it is now institutional

. There is an institute, and it gives prizes for casinos. That is a method, not an experiment.
What the owner gives up, and how to get it back
The honest cost of design-build is specification control: once one party owns both sides, the incentive to substitute is internal to that party. The archive's implicit answers are the ones practitioners use everywhere —
- Write the brief in performance terms that can be measured after the fact, not in product names that can be swapped.
- Bridge it: take the design far enough that the intent is unambiguous, then hand it over.
- Keep a separate designer for the layers the guest actually judges. The archive's design-build projects still name independent interior practices — see reading the credit block.
- Fix the opening date in the contract, because the opening date is the reason you chose the method.
The tell in a credit block
Where a credit block names a joint venture as contractor, or names an owner's own construction arm, the delivery method is already decided and the design contract sits inside it. Where it names an architect of record separately from a design architect, someone deliberately kept the drawings independent of the builder. Neither is better. They are answers to different questions about who carries the risk.
